Introduction to SSC

The Sector Skills Committees (SSCs) are spearheaded by the private sector with the aim to oversee, assess, and contribute to the development of skills policies, strategies, and implementations. They serve as conduits for offering insights to relevant authorities to address sector-specific shortcomings and are entrusted with the task of crafting Occupational Sector Maps.

Membership

The optimal size for a Sector Skill Committee ranges from 7 to 11 members. However, based on the scale of sub-sectors and professional affiliations, the membership can extend up to 15 individuals. The composition of the Sector Skill Committee is structured as follows:

  -    Chairperson: 1
  -    Co-Chairperson: 1 (if deemed necessary)
  -    Member Secretary: 1 (appointed from NSTB)
  -    Members: 7-11 (depending on requirements)

A substantial representation from the private sector (including enterprises, industry associations, and union bodies) is essential within the SSC. Additionally, one representative from the academic sector in TVET (Technical and Vocational Education and Training) and a member secretary from NSTB are mandated to ensure comprehensive representation of key stakeholders within the sector. Each SSC may extend an invitation to the Federation of Nepalese Chambers of Commerce and Industry (FNCCI) to participate as an observer. Upholding principles of gender equality and social inclusion, a minimum of 33% female representation and 14% representation from marginalized groups is mandated. The committee is encouraged to invite key stakeholders to participate in SSC meetings as observers.

The selection of the chairperson and co-chairperson takes place during the inaugural SSC meeting. The Director of NSTB and the Team Leader of the NVQS project will officiate the first meeting and call for nominations. In the event of multiple nominations, a vote will be conducted. Should a tie occur, off-session discussions with members will seek resolution.

Tenure of the SSC

Membership of the committee undergoes review on a biennial basis. The formation or renewal of the committee, including its structure and roles, receives approval from the NSTB board.

Operating Environment

The Sector Skill Committee operates within the framework of business and industry associations pertinent to the sector. The chairperson liaises with the association to secure space for the SSC to conduct its activities, including meetings and other relevant functions.
