Mr. Binod Dhakal is a senior ICT professional with over two decades of leadership in technology infrastructure, digital systems, and ICT modernization in Nepal. He currently serves as the Executive Chairman of Green IT Solutions Pvt. Ltd. and Managing Director of Electronics & Communication Engineering Pvt. Ltd., leading enterprise ICT infrastructure, cyber security, data centers, broadcasting systems, and advanced digital solutions. Earlier in his career, he served as Computer Officer at the High-Level Commission for Information Technology (HLCIT), Government of Nepal, contributing to national e-governance, rural telecenters, ICT standardization, and digital inclusion initiatives.
He has held prominent leadership roles in national and international ICT associations, including Immediate Past President and former President of CAN Federation, Executive Committee Member of FNCCI, and Vice Chairman and Secretary of ASOCIO. He has also served as Board Director at WITSA and represented Nepal in several government ICT advisory bodies. Mr. Dhakal holds an Executive MBA and a B.E. in Electronics and Communication Engineering and has received extensive professional training in networking, cloud computing, cyber security, and ICT leadership across Asia, Europe, and the United States.
Ms. Sweta Karna is an ICT professional with over 18 years of experience in development technologies, team leadership, and operational management. Her professional expertise includes workflow design, organizational process optimization, and technology-enabled service delivery across diverse ICT projects.
She actively contributes to team development, knowledge sharing, and collaborative ICT practices. Her academic background and professional training support her leadership in operational excellence, innovation, and sustainable ICT systems development.
Ms. Sheela Kansakar Karkee is a distinguished IT professional and former Deputy Inspector General of Police (DIGP) with extensive experience in cyber security, digital governance, and technology integration in law enforcement. As Director of the IT Directorate at Nepal Police, she led the development of cyber systems and modern policing technologies. She has also served as a Technical Advisor to UN missions in Haiti.
She is actively engaged in advancing ICT skills and gender inclusion as a member of the ICT Sector Skill Committee and Founder Chairperson of the Center for Disaster Management Studies. She is also a founding leader of Women in Information Technology (WIIT) and affiliated with multiple organizations promoting cyber security, youth development, and women’s empowerment.
Mr. Shekhar Nath Dulal is an experienced ICT professional with over two decades of expertise in software and hardware training, ICT project implementation, and digital solutions development. He currently serves as the Chief Executive Officer of Advanced Computer Infosys Pvt. Ltd., where he leads technology operations, e-voting solutions, online registration systems, and enterprise ICT services.
He has played an active leadership role in professional ICT organizations, including Vice President of CAN Federation, Secretary and Joint-Treasurer of the Federation of Computer Association Nepal, and President of CAN Kavre. He holds a Bachelor’s degree in Information Technology (BSc IT) from Sikkim Manipal University and remains actively engaged in cyber security awareness, digital signature systems, and ICT capacity building.
Mr. Kishore Panta is an ICT entrepreneur with more than two decades of experience in computer networking, systems administration, and cloud technologies. He is the Co-Founder and Chief Executive Officer of Access World Tech, Nepal’s first cloud service company, operating a national data center and delivering cloud solutions to domestic and international clients. He is also the Co-Founder of SASTRA Network Solution.
He provides ICT consultancy to organizations in Australia and the United States. Mr. Panta holds a Post Graduate Diploma in Computer Application and continues to support the advancement of cloud infrastructure and digital workforce development in Nepal.
Mr. Hemanta Raj Baral is a highly experienced ICT professional and author with more than 25 years of expertise in data center management, network security, ICT consulting, and national digital infrastructure projects. A Certified Data Centre Professional (CDCP), he has served as a Data Centre Auditor for the Government’s Integrated Data Centre and provided ICT consultancy to multiple national institutions including the Department of Customs, Civil Aviation Authority of Nepal, and the Department of Transport Management.
He is actively engaged in national and international ICT platforms, serving as an ICT Advisor to ABAN, Smart City Speaker at CAN and NAST, ICT sub-sector consultant to CTEVT, and ICT Examiner at the University of Cambridge. He holds a Master’s degree in Computer Network Security from the UK, a Postgraduate Diploma in Information Security, and has authored over 35 ICT textbooks widely used in Nepal’s education system.
Mr. Binay Khadka is a Chartered Accountant and fintech leader with over a decade of experience in Nepal’s financial and digital services sector. He currently serves as the Chief Executive Officer of Khalti Pvt. Ltd., where he leads corporate strategy, organizational growth, and digital payment expansion. He previously held leadership roles at NIC ASIA Bank and eSewa Pvt. Ltd. and earlier worked with Joshi & Bhandary Chartered Accountants on audit and financial analysis for national and multinational clients.
He actively contributes to Nepal’s fintech ecosystem through collaboration with banks, corporate institutions, and development partners and serves as a member of the ICT Sector Skill Committee. Mr. Khadka is a qualified Chartered Accountant and holds a Bachelor’s degree in Business Studies. He is widely recognized for leading large-scale digital growth and strengthening Nepal’s digital financial services landscape.
Mr. Bikash Bhattarai is a professional technology leader with extensive experience in enterprise ICT management, strategic operations, and large-scale service delivery. He currently leads the Enterprise Business Unit at Worldlink Communication Limited, where he oversees enterprise solutions, strategic planning, and national service expansion. He previously served as Chief Executive Officer of Dristi Tech, leading innovation-driven IT solutions and business growth.
He contributes to national ICT workforce development as a member of the ICT Sector Skill Committee. Mr. Bhattarai holds an Executive MBA and a Bachelor’s degree in Electronics and Telecommunication Engineering, combining technical depth with executive leadership in advancing Nepal’s digital transformation.
Mr. Suresh Maharjan is a senior technical education professional with over two decades of experience in vocational training and skill systems development. He currently leads the Skill Test Management Unit at the National Skill Testing Board (NSTB). Earlier he led the Skill Standard Unit at the National Skill Testing Board (NSTB), where he was responsible for developing national occupational standards, competency frameworks, and ICT-integrated vocational education systems.
He has played a key role in advancing Nepal’s National Vocational Qualifications Framework (NVQF) and strengthening CTEVT’s capacity in ICT-based skill development. His professional expertise includes curriculum design, assessment systems, and quality assurance in technical education and vocational training.
