Obtaining certification through the Recognition of Prior Learning (RPL) process involves three key stages. First is Counselling, where candidates’ skills and knowledge are jointly reviewed against competency standards, and counselling is provided to prepare them for qualification. Following counselling, applicants proceed to the Skill Test stage. Those who successfully pass this assessment advance to the final phase: Certification.
Counsellors play a pivotal role in the RPL process, assessing candidates’ knowledge, identifying skill gaps, and recommending resources to address them. They guide individuals, particularly those from informal learning backgrounds, toward achieving formal recognition of their abilities.  
Nepal Vocational Qualifications System Project-Phase II (NVQS P-II) has been supporting National Skill Testing Board (NSTB) to conduct skills test through RPL approach. NVQS P-II is a bilateral initiative between the Government of Nepal and Government of Switzerland.  Swisscontact provides technical assistance on behalf of the Swiss Agency for Development and Cooperation SDC.
