Obtaining a certificate through Recognition of Prior Learning (RPL) involves three essential steps. First is the Consultation phase, which assesses individuals' skills and knowledge against competency standards and provides counseling to prepare them for qualification. The second step is the Skill Test that allows only recommended applicants to participate, conducting tests aligned with counseling recommendations. Finally, the Verification step grants certification upon successful completion of the skill test.

Hence, the role of a counselor holds significant importance when it comes to the RPL approach. Counselors assess candidates' knowledge levels and evidence, guiding them towards skill tests. They also identify skill gaps and suggest resources to bridge them.

Sunity Thapa Shrestha has been engaged as a counsellor since the beginning of the skill test through RPL approach in 2019. She advocates for recognizing women's skills acquired through informal channels, viewing the RPL approach as a means to bolster women's economic empowerment.

The Nepal Vocational Qualifications System Project-Phase II (NVQS P-II) has been supporting National Skill Testing Board (NSTB) to conduct skills test through RPL approach. NVQS P-II is a bi-lateral initiative of Government of Nepal and the Swiss Agency for Development and Cooperation SDC. Swisscontact provides technical assistance to the project on behalf of the SDC.
